This demonstration shows 'continuous scrolling tiled backgrounds objects' (Scrolling textures). There are three main types which are considered here; they are those scrolling in one direction, four directions and rotating tiled backgrounds. The event coding includes both non-family and family objects.

Very cool but I had a question. I did this for my game I'm making but as so as I put something in the layer in front of it and tested it it stopped working (AKA stopped moveing). Any Ideas

@sandman15552000, Without having more information about what you did and what was going on it's hard to suggest a solution. If it's a case where the Tiled Background object ceased to move (stopped), it would imply that either something had deactivated the code (i.e. if in group), changed it's variable (such as if this dictates the movement speed), or perhaps you have changed the time scale to 0. Otherwise there could be something else stopping the movement. Placing an object in front of it shouldn't stop it moving. If you are associating it with a layer number... then adding a new layer may effect it (The numbers change), in which case you can reference the layer name.
