[125] Time scale bug

Steps to reproduce:
1. Set time scale to 0;
2. Create any object with the Create event;

Observed result:
On time scale 0, it still creating objects to infinite;

Expected result:
Should stop, because the game is paused.

Browsers affected:
Chrome: yes
Firefox: yes
Internet Explorer: yes

Operating system & service pack:
Win 8 32bits

Closing, 'every tick' is a framerate dependent event. You need to use dt to make it framerate independent and support pausing. E.g. have a counter which you add dt to, and if the counter reaches a certain value, create a new object and reset the counter. Then if the timescale is 0, dt is 0, and no objects are created.
