I don't know if this hasbeen mensiond (I did use the help feature.) But the add layout button on the ribbon dose not work. Or is it just me?

When I chose global for the keboard and mouse object I cannot access it from any other event manegers but the one that is attached to the layout.

Can anyone help me with these?

As far as I can tell, the only way to work with global objects is to make a separate event sheet and include it in the layout's code. Event sheets contain all the .cap's objects. I second that global objects should show up in each event sheet.
