I want to promote my new Windows game on Steam but I doesn't have money to pay the fee to register to Steam Greenlight.

Is anyone know what the free Steam alternatives that I can use to promote my game?

You can try the Greenlight's Concepts section. Games can be submitted to Concepts for free, but they cannot be Greenlit.

Try the IndieGala, Humble bundle, IndieStars, and Groupee. They have the charity deals, but also some of them have stores.

I do not think they have any sort of filtering system either, any piece of turdware is accepted. Even non-complete games.
