Wow, that is quite generous @vortexstudios! Thank you!
I did take the first code, and will be purchasing any great plugins you make in the future. :)
Be sure to check out my Metroidvania game, A Hole in the Earth

Very cool effect! Work pretty well. :D
Unfortunately, as every shader in C2, the rendering pass is made before the upscale. So if you use Low quality fullscreen scaling, the visual result will be affected. :(

(Why using the low quality? Because when you do a retro game in low res, the fullscreen high quality upscale is very very very greedy. Using the low quality is visually very close, and sooo much faster, as long as you don't play too much with shaders. :D )
Of course it's not your fault. It's related to the C2 rendering process. And it won't change. :(

You can get around that, somewhat, if you use low quality and a higher layout scale. 2x and even 3x layout scale for a 320x240 res game should be fine for most integrated chips at least.

Here's a screenie of my game with the TV filter:

And without it:

@vortexstudios:
How about an option to control the strength/alpha of the scanlines as well? Just an idea, the effect is great as-is too ;)

this game looks awesome @ErekT! I want to play it o/
About the scanline strength/alpha, I'll implement it asap :D

it is true @KaMiZoTo, and as you said it is a render issue, I really don't know if any workaround is possible :-/
