Free, maybe, but you can't use VST plugins. If you want totally free, go for LMMS! Or bite the bullet and check out FL Studio. The cheapest edition is $49 but really worth it. I've been making professional music on computers for more than 15 years and I own practically every major music making software, and FL Studio is the best value for the price.

I'll plus one FL Studio... really great program. I think there are better note by note tools out there (that's how I write), but the price and feature set of FL is just too enticing.

@mogam, that's very nice! Perfect for generating very basic 8-bit sounds and you can easily run them through further FX in other software.

Just to add to this whole list of free audio software, I'll mention, once again, the awesome and still free Audiotool.com.
