how do you make a fullscreen window with a menu?

For fullscreen you need to set your resolution for the window in the runtime properties of your layout. After you pick the resolution you want, you can force it to fullscreen by selecting "fullscreen" from the same menu area.

As far as a menu is concerned I assume you mean a "file menu". That, I am not even sure you can do? I could be wrong though... wouldn't be the first or the last time I'm sure.

There is no "menu" in Construct Applications. They probably make one in time (or at least possibility to make one).

Menus are makeable via the Resource Bar, but currently don't show at runtime.

They'll be fully implemented by 1.0.
