Highlight effect without WebGL

Hello, forum people. Sorry again to bother you.
How can I make 'highlight' effect at night like this?
I just made this but I want it to be colored and without WebGL effects.
Is there any plugin about this?

The built in 'Lighting' example shows how to do this, and it doesn't require WebGL.

Thanks! I did in the same way, but example was more easy and clear.
Now, how can I color this light?
Destination out just removes below layer.

Create a solid coloured sprite and place it right over the view point. Set its opacity to like 10%. This should give the desired effect.

@Tekniko's effect is a good way to fake it, but you can't do "real" colored lighting unless you use WebGL effects. A good way is to use the Multiply effect instead of destination-out, and then the color of the image is also taken in to account when multiplying out. Due to the way multiply works, the color of the light will be the inverse of the color of the sprite.
