How do I center one object over another

I have a transparent crosshair, that is 220x220 pixels and a ball that is 95x95 pixels. Both of their individual origin points are dead center, but when I create an action to set position of the crosshair over the ball at origin 0, it is slightly askew and I don't know why, any ideas?

Probably dead space in one of the images. Or maybe not.

Hmmm, I built a stripped down capx with the exact same assets and it is centering correctly. Both images are trimmed. I'll dig deeper...

Like this... the trouble seems to be some slippage after set timescale 0 ...
