How do I make a binding of Isaac type game?

Well, I guess it's probably easiest to start with C2's built-in examples. Just go to File>New and browse through them, in particular the ones on object behaviors.

The basic mechanics of a game like that should be relatively easy to create when you have some knowledge on how to work with construct2.
Look for beginners-tutorials in the tutorial section of this site and return here with specific questions when they arise..
I told my dentist I had trouble with my teeth and asked her to fix it without looking in my mouth..

Look at some tutorials and test a bit.
I would start by making basic sprites and animations.
Once you have configured the animations then look for behaviors that best suit your games style.
There are many tutorials for top down out there.
Once you get the hang of how it works then it should be very easy.

There's an example game called 'Top Down Shooter' that would be a fairly good place to start.
