Some parts are easy enough to create, such as bullet behavior that can be use for moving part and other is Touch object for triggering input. The rest would be more building the mechanic & interaction via event sheet.

Bullets can be set in the settings and through an event. You can have a global variable and increase the speed with each press

Global Variable BulletSpeed=200

On key preessed: Set Sprite Bullet Speed = BulletSpeed
.............................: Add 10 to BulletSpeed

If you need more help I have a CAPX of a similar game I just made that I will PM you.
