How do I make a risk/reward system?

Similar to dope wars/drug wars in the sense it is random and you travel to different locations all text based I am wanting a system in place. I have the basic idea of creating different variables and randomizing them.

Just wondering if there is an easier way than creating a ton of variables and using random numbers, etc. Hope that makes sense.
