How do I make correct perspective in 'top down' game.

I tried to find answer in one of previous topics but all of them are about isometric perspective. Basically I'd like to do something like this:

I assumed it's done via parallax combined with scaling sprites towards center of the screen, but I can't find appropriate function for it. Alternatively, If it can be done by using correct sets of variables, I'd really appreciate if someone show me an example or point me to right direction.
