How do I make interactive water

As im done with random terrain generation, all that's left to do is water.. Is it even possible to make an interactive water system like Minecraft got one in c2? So that when you click on the water, you take a small part of it, and the gaps fill. (My game got neat pixel grafics, so the water would be pixelated also..)
Burry me with my empty hands sticking out the ground, so that all can see, that the one who had the world on his hands, died with them empty.

Is your game tile based?

You can easily "take water" from a tile (clear the tile to "air") then use a tile comparison (overlap at offset) to determine if the tile should be water gain shortly afterwards... or just make it so the water tile never actually disappears at all and just "take water" with whatever method you're using.

It's not tile based, I don't really like using them. An idea came to my mind on how to do it like 5 mins ago, so I'll try that. Thanks for taking your time to reply Sol
