How do I slide specific layers only? [Eureka! SOLVED!]

Hello all, I have a question. How do you make it so the the screen slides only when a certain layer is visible (or so that only objects on a certain layer can slide)? The way that it is now, the screen on every layer has the ability to slide.

This, is how I need it be. The top layers, 4 and 3, should not be able to slide around; but when you click the button on layer 3, I want it to take you to layer 0. Only objects on layer 0 should be able to slide from side to side.

The slide effect works with all layers, which I don't want. I want only one layer to be able to slide from side to side (and that is layer 0). When any other layer is visible (e.i. 1,2,3 or 4), the slide effect should not work, and the objects in that layer should stay idle.

How about putting the things you don't want to swipe on a layer with paralax 0,0?
I told my dentist I had trouble with my teeth and asked her to fix it without looking in my mouth..
