How do I stop screen/sprite Bleed? (Screenshot)

Get help using Construct 2

I don't know what this is called but I am experiencing this both on my html5 exports and android exports across multiple platforms. Is there something I can do to stop this sprite bleeding effect on the top of the screen?

A step by step or hint would greatly be appreciated also is there a correct term for this?

Here's what the sprite image bleed looks like.

Note the sprites bleeding through are not located in that area.

Here is what the top of my layout looks like in construct 2.

Your bottom layer is transparent? not sure it is the problem, but I think that happen to me before because of that
Game design is all about decomposing the core of your game so it becomes simple instructions.
