Get help using Construct 2

Hi,
Ok so i'm still struggling to make my app cross compatible with different screen sizes. I'm using scale outer and whilst it works for the main game because of the scrolling background, i'm not having the same luck with the menu. I'm resorting to having a large width of tilled background on my menu screen and telling the user to tap the center of their screen so I can align the menu. However to do this I need to use a scale inner. Is there a way to have one layout as a scale inner and the rest as scale outer or even 2 projects linked together? I've read the manual about different screen sizes but it didn't help on this occasion. I'm happy to post project files if anyone is willing to help.

Why exactly is it not working for the Main menu? What exactly is going on? There are quite a few things that will stretch themselves to fit when using the Anchor behavior.

In the Event sheet 2, in the event #5 "On start of layout", change all
"LayoutWidth" => "ViewportRight(0)"
