I looked but i couldn't find this.
I want a sound to play ONLY if my character's health changes.

How would i do this?

Your going to need to be a little more specific. Less than, more than, different than, etc.

Alright so monster hit's player, Player LOOSES Health,
the game plays "UGH" sound. (As if the player is getting hurt)
And if Player uses medkit It plays sound "ahhhhh"'.
So if a private value goes UP how can i make it play a sound,
And if a private value goes DOWN how can i make it play a diffrent sound.

Actually I think in this case you should look at the action of the player being hit as when you play the sound. Same goes for when you use an item.
