Does anyone know the best way i can submit my game to apple stores without having a Mac Pc ? Or i guess i might have to pay someone out there that has a mac

No chance without a Mac and xCode. Please use the forum search before opening several threads, buddy:-)

It's possible to do it running Mavericks in a Virtual Machine on a PC.

It's fairly involved set it up, and can be quite slow. You will need 8GB+ RAM or it will be too slow to be usable due to disk caching. an SSD will help. If you're just submitting a one off project, then this would be the cheapest method.

The cheapest Mac Mini is $499/€499/£399 for the 4GB version which will run Xcode OK. The entry level model is not RAM upgradable.
