You can answer that question yourself - grab both Game develop and Construct SDKs, then compare them.

In short, no, Construct is not a fork, even though it looks similar. It is like cars are made similar in appearance, but they're made by different car companies.

The one you are more comfortable with. The one with the more active community to help with issues. The one that can accomplish your goals. The one you feel good with while working on a project.

One big thing they need to change is the web page, there is very little to see and no examples, tutorials, or visuals before you down load and install. For example in construct I can see what construct looks like, how it works, and even read the ghost shooter tutorial before I down load anything. Construct has a very nice preview of what you are getting into before you commit.
