Is it possible to make a makeover app like this one

I'm confident that I can create this kind of app, but I don't know if C2 can save/access files from a phone or a tablet.

If so will I need to any third party plugin to be able to create an app like this?

I tried messing around with the filechooser plugin, but I can't get it to display the image I'm trying to access from my computer.

So every tick the filechooser-object is on screen an image should be loaded?
Also, I'm quite sure the adress you are trying to load from doesn't exist..

filechooser.FileURLAt0)

should be enough, without "" around it

So you should probably replace the event "is on screen" with

Filechooser On changed
> sprite set image from url: filechooser.FileURLAt0)

@LittleStain Thanks, It's working now, but how do I go about saving the image to my phone/computer?

Suppose I finished programming the whole app, and the user adds hair and other elements to his/her photo. How do I save all overlaying elements and photo together as a single image to their phone/computer?

I was thinking about having a save image button that hides the GUI and then takes a snapshot of the screen, but I'm not sure if that's a good idea.
