Layout Scroll Resets to 0,0

Same issue as found here: viewtopic.php?f=195&t=189674

Steps to reproduce:

>Open C3
>Click New Project
>Right click Layouts
>Add New Layout (layout only)
>Click Layout 1

Layout view is now set to 0,0.

Attempting to delete Layout 2 immediately after this results in a crash:

R14 has fixed the crash that happens if you immediately try to delete the newly created layer, however the scroll reset still persists.

@Elliott

I just fixed a similar bug. I could reproduce it using the steps you mentioned, but only using a previously saved .c3p file with a few event sheets and layouts opened.

I can not see any problem if you try doing the same thing with an empty project.
