Event 23 (group Enemies, BladeEnemy, event "Every tick") in the "Game Events" events sheet.
The comment "Make blade enemies gradually rotate towards the player." right above it should help spot it.

You can either delete the "every tick" event, either toggle it so it is disabled.
New to Construct ? Where to start

There's probably something that makes your monster move other than that
If you use the method above you don't need any behavior so you can start by deleting them for your monster.
