Need help understanding instant-hit lasers

Get help using Construct 2

Can someone help me understand the logic behind making a laser that hits instantly I believe its called hit scanning or something like that. I've tryd implementing whats in this example but idk, I just cant wrap my head around it...

Seems Ashley is on it already concerning the bug.

Oh no problem you already took the time to help. I don't really understand what the bug is could you explain it to me in simple terms if thats possible. Sorry i'm still new at this.
