new Win7 install won't convert OGG or M4A

Link to .capx file (required!):

Steps to reproduce:
1. install SC2 on a new Win7 install
2. add OGG file (or M4A)

Observed result:
message at the right of the file says "Won't convert"

Expected result:
file gets converted

Browsers affected:
no

Operating system & service pack:
win 7 32bit

Construct 2 version:

Closing, by design the Import Audio dialog won't covert .ogg to .m4a or .m4a to .ogg, that's all the text means.
