Object rendered differently based on variable

Is it possible to distort a sprite based on the movement of the mouse and or keyboard. For instance I would like to offset the pixels in my background image based on user input. Now I don't see any obvious way for this to be done through eventing. Since it seemed a plugin might be in order I took a look at the plugins that display images. Would it be possible to adjust the sprite plugin for the purpose. It seems to me I might need to hard code the user input settings into the plugin. Is that even possible? Thanks in advanced for any and all help received.

Could you maybe be a little more clear? SHow me a visual mockup? I MIGHT be able to do this just with events.

well... basicly let's say that we have a box or a crate in the middle of the screen... and view is top-down.

in the middle of the layout we only see its top (the sides have length 0)
if we scroll or drag/drop that box to the right side we would see its side (length would increase) as well... something like paralax or fake 3D.
