Would it not be helpful to have an official plugin directory, where we can also house downloads, reviews, comments, updates, tech support, etc.?

If you mean for the official plugins that come with Construct 2, to download them, have an install/reinstall of the latest version.
As to review those... I don't really see the point.
Comments/tech support/doc for them : https://www.scirra.com/manual/106/plugin-reference / https://www.scirra.com/manual/86/behavior-reference + the How do I Forums (the How do I FAQ attempts to list some example of use of each addon)
Updates are done through the releases, so keep up to date with the latest release of C2 you have the latest version available for the addon.

I dont mean the official plugins. I mean all the addons created by users and track in the forums. Its very complex to keep track and find the latest versions and new items.

C2 Plugins and Behaviors List

Latest version, I guess you have to keep an eye on the official topic of the addon you want to update.
Subscribing to the topics themselves may be a good idea as well I guess. Link is at the bottom of the page for each topics. (Subscribe topic / Bookmark topic)

Otherwise, for new addons, I've been keeping a list of monthly novelties for the past three years.

Every beginining of the month they are listed (amongst other things) in the sticky post in the Construct 2 General forum : What you may have missed...

And, to keep track during the month, you can do as I do, that is to say checking the index of the forum and seeing the date of creation of the topic.
If it is in the current month/year, pretty safe bet it is a new addon.

A convenient installing system of 3rd party plugins, like npm (for node.js) is very important, imo.
Current solution like @Kyatric mentioned is not good enough.

@rexrainbow I agree. Your plugin installer & manager is great but only useful for your items. Even more, I am thinking more like an official scirra managed automated web directory (with code samples, ratings, screenshots, demos, etc) along with an internal construct installer/updater combination, like:
