Hey my issue is that I can't seem to open or create any files because Construct 2 (r103.2) creates on crashing and it doesn't give me an error code. Just only that Windows could not find a solution. I have updated my Graphics Drivers and this version has been working for my up until today. Can anyone help ? Thank You!

Run the compatibility troubleshooter and see what happens. Most times it's because of the OS.

Scirra only provides me with a link to the r103.2 version. I only have the free Construct 2. Is the r106 version for people who pay?

Okay I downloaded it and tried opening my projects and make new projects and still had the same result where it wouldn't do any of those 2 actions and Windows doesn't find a solution after Construct 2 stopped working.

This issue has been reported many times before and it's always a graphics card driver issue. Even if you have the latest graphics card driver, it's still possible it's broken. You need to complain to your computer manufacturer or graphics card vendor; there's nothing we can do to fix it, the problem is in their code and it's their fault. Sorry!

Is it normal for the graphics card to still be broken and I could access other applications that uses my graphics card?

@Zhaonguyen - a bad driver can crash Construct 2 but not any other applications. We've had this issue many times before and it's always the driver's fault. You should definitely check for updates and contact your graphics card vendor if you still have a problem.
