Test a game on a android / iPhone without a service plan?

Hello everyone,

I'm wondering if its possible to test out any games / apps I make on an iPhone or Android phone without having some sort of monthly service plan?
I have been using a TracFone since 2004, which is pay by the minute. It works well for me cause that's all I need as it only costs me $100 a year for my entire cell phone bill.

I was wanting to purchase a cheap android or an iPhone with the intention of testing my apps to make sure they translate well from Construct 2 to the device and are bug free. I have never owned smartphone so far so I have no idea if its possible to load any apps I make without having an expensive monthly plan that I would never use.

wait.... you really need to be put to speed here.
