Testing with ios Sandbox is no longer available?

Hello!
I made a simple project to test official GameCenter plugin.

Previously, I was testing other plugins (cranberryIAP plugin for example) without using the TestFlight
and everything was ok. But now the sandbox environment doesn't want to start.

I am in some confusion. To test through TestFlight i need to load a full build in existing app in iTunesConnect (switch to Mac for it) or create new app for small project only for testing purpose, wait for the confirmation, enable TestFlight and after that start testing. It is very inconvenient.

And meanwhile I didn't manage to make it. I have no button "Enable TestFlight" on the page of the application. TestFlight app does not want to send redeem code to my email.

Can I test GameСenter without TestFlight? If not, how to deal with TestFlight?

Available, but i can't test GameCenter in sandbox mode. Either cranberry plugin or official.
GameCenter won't authenticate.
I tried this solution,
how-do-i-make-game-center-to-work_t126190
but unsuccessfully.
