Ubuntu Phone is just a mobile flavour of Ubuntu Linux. Couldn't you simply write an app for Linux (Node-Webkit export will do just that) and run it on your Ubuntu Phone?

Ubuntu phone OS works both on arm and x86 devices. Node-webkit could theoretically work on x86 Ubuntu device but on an arm device I don't think it would be possible.

Why not go with Tizen? They just added support for that this last build.

Meh. Totally forgot about Ubuntu Phone for ARM.

You'd have to look into compiling Node Webkit yourself for this, I guess.
Since Node Webkit's Github account lacks any concrete instructions on how to do this, you might want to take a look at Chromium for Linux ARM build instructions (Node Webkit and Chromium are, essentially, both using the same build process).

We'll look in to supporting Ubuntu Phone, but it depends on the quality of the browser engine running the HTML5 apps. If it's Chromium-based that's great, but if it's just a layout engine with software rendering we might not get very far...

As far as I know it will be webkit based but I don't know if it is based on Chromium.
However since next Ubuntu desktop version might use chromium as as default browser http://www.omgubuntu.co.uk/2013/05/chromium-to-replace-firefox-as-default-browser-in-ubuntu and the fact that they want a unified interface for both desktop and mobile, there a chance Ubuntu mobile OS will be using chromium.
