Do I have the right understanding, that the "TAGs" for audio files alow a dedicated volume control for different channel, ie. if I have a tag "music" and another "sound" I can control the volumes for each tag seperatly?

Your first post is correct. You can use Tags to identify what to turn up or down via the Set Volume command in Audio. Just use the Tag you want to increase or decrease by dbm.

Here is an example I did to show case how to control sound in CS2 HTML5.
http://www.scirra.com/arcade/example/941/music-and-sound-example

Example Code:

System | On start of layout | [Audio] | Play name of your sound    looping (tag "sound id tag")
-----------------------------------------------------------------
Mouse | On left button click on Sprite | [Audio] | Set "sound id tag" to -5 db
