WebGL Effect Rendering Breaks Upon Exiting Fullscreen

1. Steps to reproduce - Import this project: https://www.scirra.com/tutorials/5010/p ... games-capx and press F11 to enter fullscreen and again to exit.
2. Observed result - WebGL Effects produce ghosted images at an offset relative to zoom and scroll position.
3. Expected result - unchanged appearance

Wow almost missed this when I was trying to reproduce. Seems to be the double render artifact only appears when not full-screened but the object experiences a weird "snapping" action after it's been full-screened in both view modes. I think @Ashley will have to look at this

This actually happens any time you resize the window bigger then smaller, e.g. maximise then restore.

Rendering bugs are always tricky, but think I've got this one fixed for r14.
