It's just a different way for C2 to render, which tries to be faster. Read the release notes to see what it is.

From a user's perspective it's just a way to make your game render faster. If it makes your game slower at rendering with it then you can disable it.

Imagine if you have a lot of objects on the screen, and many of them are overlapping other objects. Drawing the parts you don't see would be somewhat expensive, so the renderer only will draw the part you see.
Like panes of glass, you only see what is not overlapped.
Thus lowering ram, and cpu... hopefully.
