Windows apps (Personal License) are exe files?

I was looking at the different licenses,
and saw that Personal license got "Make windows apps",
that means it export the game to .exe file?

I suggest you read the manual on node-webkit: https://www.scirra.com/manual/162/node-webkit

Essentially it's a .exe file that loads the html5 like a browser, but without the url bar or tabs or other interfering objects
