Using construct 2 would it be possible to make a game that includes sandbox and creativity elements such as building a base and having it save?

Yes but if it's much bigger than smallish-scale C2 probably isn't the best engine for something like that.

Good, I was thinking smallish scale world, not infinite or anything, any tips?

basically you can clone, use any ideas with construct 2 at any scale you want, now , since has 100,000 pixels available limit of layout! + a 3d plugin that is not easy to use for beginners but you can learn it very fast so :) the sky is the limit, i wouldn't use to many active events on all the items you want to use, make sure the events are called when needed and not all the time! that will help you save some FPS , the rest its all about imagination, :)

no problem, also in the 3d plugin (Q3D plugin ) viewport , even if you spawn a lot of objects its going to run smooth, i did a few tests with it! with 10000 3d objects moving and was not going under 32 fps ! :) you can literally clone minecraft if you want with that plugin, if you know how it works! it lacks the documentation, but the developer its working on it, since the plugin is fully developed now!
